The prioritized bullet points will be addressed for strategies and action plans in order of ranking. By group consensus, it was determined that the priorities in rank order are: A community that offers all children opportunities to learn and one that sets and meets high performance standards. A community that places priority on education and lifelong learning for the whole community. A community that offers smooth transition from early childhood education through postgraduate. A community where education, business and agencies work together to ensure responsibility for success of our students. A community that provides vocational education and training opportunities for those individuals entering or re-entering the workforce. A community that recognizes the importance of higher education and offers a broad range of opportunities to meet the needs of a new economy. A community that recognizes the vital link between education and the prosperity of its community and residents. 4 Identify Strategies to accomplish the groups number one priority among the Vision for Education bullet points The remaining meeting time was spent in brainstorming strategies to accomplish the goal #1 above. The product of our brainstorming follows for review and comment. 5. AdjournmentThere being no further business, the meeting was adjourned at 6:05 p.m. Initial strategies suggested for discussion on Goal #1: A community that offers all children opportunities to learn and one that sets and meets high performance standards. Some of the items below may actually be action itemswe can sort that out later. Focus on reading skills for children. The ability to read and comprehend at an early age is directly correlated to the achievement of high test scores in reading and math. Require that all before and after school programs offered at school sites have an academic component (e.g. homework club, tutoring ). Work with Community based organizations to insure that every child has a safe place to be before and after school (PAL). Develop and encourage the use of pre-reading programs for all licensed pre-school/child care facilities. Require quality standards for all child care funded by CalWORKS. Align testing and curriculum within the K-12 education process and between K-12 and Higher Education Systems. At all levels align testing and academic curriculum content. Ensure that we have a testing and assessment system that reflects what we want students to know and be able to do. First visitor programs (Baby Steps and others) so that every family experiencing the birth of a child has a positive, educational contact within the first few weeks of the birth. Provide information on and access to reading/literacy programs for every woman seeking prenatal care. Potential for use Web TV to expand on-line access to many more homes. Used computers can be donated, serviced/rebuilt and made available to low income individuals/families. Work with local cable companies to develop a community supported project for getting every household on-line. Offer year round school as an option for all children. Twilight programs that make use of school facilities after the regular school day and encourage children and parents to learn together. Standardize academic curriculums and enrichment programs for highest quality. Conduct research to determine which creative, innovative practices in education have been successful here and in other communities. Focus on having the highest qualified teachers in the classroom especially in the early years K-2. Best practices are available to all teachers. Encourage/reward teachers who develop or implement creative, innovative practices. Provide a system wide quality control program for teachers/practices. Strategies (cont.) Provide good pay and other benefits in order to recruit and keep quality teachers Create an educational system flexible enough to meet the needs of a diverse population Develop curriculums that match the needs, abilities and career goals of all students Consider special academies for special needs students ESL at risk Educate/prepare parents to help children learn Develop and maintain a public awareness campaign that clarifies the value and importance of an educational system that meets diverse needs and is available to every child Market/promote successes "[lt{| ' ( ) U W ! , 3 > ?
