By 2020 we will: Rank in the top in the state in economic output and growth rate Rank in the top of the state in median per capita income Rank in the lower of the state in unemployment Increase and diversify the number and type of core or fundamental industries to balance our economy, reduce the impact of cyclical swings, and position Bakersfield for new economy employment. To achieve our Vision we must become: a community with a well-balanced economic base that provides diverse, well paying, and stable employment opportunities. a community that develops its workforce to meet the changing employment needs of a dynamic economy a community where the private and public sectors cooperate to achieve well-planned economic growth Summary of Key Strengths to be Leveraged Affordable and available land Central location with proximity to Los Angeles Existing economic base of oil and agriculture Positive attitude toward intelligent growth and business development A population of friendly, caring people who like Greater Bakersfield Available labor force Adequate water supply Summary of Key Weaknesses to be Minimized or Converted to Strengths Poor air quality Poor surface transportation circulation and inadequate air service Pre-K-12 education system does not provide enough educated people Unemployment rate above state average and median income below state average Insufficient connection between higher education focus and the focus needed for future economic growth Goals, Strategies, and Action Plans a community with a well-balanced economic base that provides diverse and stable employment opportunities Attain legislated air pollution standards to allow room for growth. Achieve attainment by 2005. Reduce the level of particulate matter in the air. Research alternatives, for example: farming with less dust, chemicals, exhaust emissions, etc. Reduce the level of fuel exhausts. Reduce the level of stationary source pollution Responsibility: Coalition of Air Pollution Control District, CARB, local industry in coordination with the state implementation plan and according to their schedule. Expand telecommunications and other infrastructures to support new and existing industries. Identify infrastructure needs-High Tech/Communications and Technology Cluster Groups/CSUB-Business School Responsibility: Mayors Regional Technology Council by 12/31/2001 Inventory existing infrastructure, both public and private-County Director of Information Technology in conjunction with Valley-wide I.T. Develop a technology plan for Metro Bakersfield to include wiring grids, digital access, technology support structures (public and private), building codes, etc. Mayors Technology Council Apply for grants (California Trade and Commerce Agency, HUD, etc.) and implement plan Responsibility: Consortiium of educationa and government to serve as resource center (KHSD, KCSOS, BC, CSUB, Kern County) by 12/31/2002 and on-going. Complete a cluster industry analysis, identify new industries to target and a marketing strategy for their attraction/growth. Complete by 6/30/2001 Conduct a review of companies, that fit the criteria identified in c, over the last three years that chose not to relocate here to determine the specific reasons for not selecting Bakersfield KEDC 12/31/2000. Develop a marketing plan, specific to targeted companies, that addresses issues identified in c. KEDC 3/1/2001 Ensure the development of a regional technology group with public and private membership. Mayors Regional Technology Council by 12/31/2000 Build on existing economic base: Agriculture (for example; applied technology, value-added agriculture, Genetic technology) and Energy (for example: natural gas, micro-energy generating). Identify needs of small business and develop an action plan. Responsibility: CSUB-Family Business Institute by 1/1/2002 Cluster Group connect with above a community that develops its workforce to meet the changing employment needs of a dynamic economy. Create a permanent on-going nexus between community business opportunities and local educational requirements. Utilize the newly developed Workforce Investment Board to identify current and future employer needs. One critical source of data is cluster groups teams comprised of business representatives from current and targeted growth industries (for example: oil, film, tourism, high tech, communications, retirement, value-added agriculture). The Workforce Investment Board members representing the Greater Bakersfield Chamber of Commerce, KEDC, and CSUB Business School should lead this effort to be completed by March 1, 2001 Produce an annual State of the Workforce report detailing strengths and weaknesses of the local workforce, its preparation system, and action plans for improvement. Develop a system-wide workforce preparation program, pre-kindergarten through University system, that integrates quality academic instruction, relevant vocational education, and workforce responsibility skills (soft skills). Establish workforce success metrics for education based upon business needs, including high school graduation rates, standardized test indicators, enrollments in Academies and vocational programs, and acceptance into 2 and 4 year colleges.
