Members are requested to forward suggestions to Sheryl. Most current attempt (Pinson): Economic development is economic growth that is the result of deliberate intervention to stimulate economic activity in the private sector. Prioritization of strategies identified for Goal #1: Уa community that develops its workforce to meet the changing needs of a dynamic economyФ. In prioritizing the strategies it was recognized that some of the strategies would be useful for other goals of this Vision Force. Two additional strategies were added: High quality life-long learning infrastructure; and Accredited engineering and computer science programs. Develop public/private industry cluster groups (include representatives from education) Ц (7) Develop infrastructure adequate for the dynamic new economy Ц (7) Develop quality vocational education program/system to address Kern County needs (combines the following: High schools need to enhance ROP so that it is more technologically oriented: Educational structure needs to give credibility to technical fields with linkage between technical programs and 4-year degrees; Philosophy/structure of education is homogeneous-one-size-fits-all cannot be relevant to the needs of a community served)Ц (7) Begin to develop a core/cluster of УfutureФ businesses Ц (6) ------------------- Train/develop people to work here in Bakersfield which enables us to build businesses internally and/or attract new businesses Ц (5) УInterventionФ to focus on those clusters that we УpreferФ to develop Ц influence what is already happening in the private sector Ц (5) Develop a broader/better quality of life that attracts new economy businesses/workers Ц (5) Concentrate on current strengths Ц identify what current businesses are lacking ( for example: State Farm) Ц (5) Create and encourage a partnership/institutional process for the private sector to invest in training and developing the workforce. Educational institutions will be focusing on proficiency and testing. Ц (5) Other strategies that received priority votes may ultimately become action items: Identify and assess institutions that are able/capable of developing core Уskills Ц we may not have all of the appropriate institutions in Bakersfield at this time Accredited engineering and computer science program High quality life-long learning infrastructure Identify changing needs of the Уdynamic economyФ (define, list, etc.) Identify core skills that will still be useful 20-40 years from now/Enhance the basic skill set of High School students. Strategies developed for Goal #2: Уa community with a well-balanced economic base that provides diverse and stable employment opportunitiesФ Build on existing industries. For example, Agriculture and Food Processing industries could lead to the development of the following industries: Applied technology building off of the Ag strength - need engineering skills Value added Ag such as food processing expansion Genetic technology/ biotech Ц note: Need biology skills Air quality improvement companies Need a Metro Bakersfield cluster study, similar to Natelson that was done for the county. Need Metro Bakersfield statistics developed to track appropriate information Build on tourism, filming, sports, and active living (outdoor sports) elements Ц note: air quality is an issue Build on retirement potential Ц active living (Phoenix, Scottsdale model) Ц note: transportation challenges are an issue (airport, etc.) Develop healthcare industry in support of retirement population (example: surgery center in Fresno; high school health care academies) Ц note: proximity to major recognized medical surgery and research facilities (UCLA, etc.) and the growth of CHW/Mercy radiation & oncology treatment facilities Encourage development of Regional Technology Council (Metro Bakersfield/MayorТs council) Focus on Quality of Life issues to attract higher income, location independent work Research light manufacturing for Metro Bakersfield, existing and potential Develop access to Venture Capital Micro-energy generating facilities potential Ц note, a strength of the area is the great source of natural gas.
