Prioritization of strategies identified for Goal #4: a community that encourages and provides business development and entrepreneurial opportunities.Goal #4 was changed per the italics shown. Priority strategies were agreed upon as follows: Ensure the development of a regional technology group Provide access to financing alternatives Provide a clearinghouse of the support services available for business Establish business incubators Encourage low cost (including legal) technical and professional services for small business 2. Finalization of Goals and Strategies All 4 goals and related strategies were reviewed and discussed. The following changes were agreed: A fourth strategy for Goal #3: Need for economic stimulation for certain areas of Metro Bakersfield Revision of Goal #1 to read a community that develops its workforce to meet the changing employment needs of a dynamic economy. Goal #1: Strategy #4 was consolidated into #1. Goal #1 Strategy #3 was replaced with the following: Develop quality education programs to meet the needs of students and business in Metropolitan Bakersfield including: Integration of quality academic instruction Relevant vocational instruction Soft skills (workplace responsibility training) 3. Development of Action Steps Action items are to be developed for each of the strategies identified for each goal. Action items must include specifics of what is the action, who is responsible for accomplishment, by when (deadline for monitoring and tracking).Vision Force members will receive a complete list of goals and strategies with spaces for their input as to action items. Email suggested action steps (include what, who, when, and $$$ if necessary) to Sheryl before next meeting, if possible.5. Greater Bakersfield Vision 2020 Vision Force for Economic Development Draft #4 Our Vision for Economic Development Greater Bakersfield is a community that develops its workforce to meet the changing employment needs of a dynamic economy. Strategies: Develop public/private industry cluster groups (include representatives from education) Develop infrastructure adequate for the dynamic new economy Develop quality education programs to meet the needs of students and business in Metropolitan Bakersfield including: Integration of quality academic instruction Relevant vocational instruction Soft skills (workplace responsibility training) a community with a well-balanced economic base that provides diverse and stable employment opportunities. Strategies: Build on existing industries. Examples follow: Agriculture -Applied technology building off of the Ag strength (need engineering skills) -Value-added Ag such as food processing expansion -Genetic technology/biotech note: need biology skills -Air quality improvement companies Energy: Micro-energy generating facilities potential note: a strength of the area is the great source of natural gas. Focus on Quality of Life issues: attracts higher income, location independent work Develop export infrastructure to support growth (includes legal, etc, for example: Federal Court House) Assess and enhance, if necessary, telecommunications and other infrastructures Procure long-term access to energy and water resources Provide entry level and vocational opportunities a business friendly community where the private and public sectors cooperate to achieve well-planned economic growth. Strategies: Identify, support and coordinate existing collaborations. Develop meta-group to help coordinate existing efforts (coordinate efforts/information clearinghouse). Some examples of existing collaborations include: Chamber of Commerce-Governmental Review Committee; KEDC; Workfoce Investment Board; Kern County Cities; Regional Technology Council; CSUB Council of 100; Kern County Board of Trade; CSUB Technology Transfer; CSUB Family Business Institute; International Trade Council; Weill Small Business Institute; Bakersfield College-job specific classes (working with industry); Hispanic Chamber; Assoc. Bulders & Contractors Fast-track blueprint for establishing business (include potential employee identification) in Metropolitan Bakersfield, coordinated between city and county). Example of the city of Shafter.
