Present: Keith Brice, Mark Evans, Guy Greenlee, Harvey Hall, Ed Hickman, Barbara Patrick, Rick Roper, John Stovall, Tom See, Sheryl Barbich, and Verna Lewis for John Nilon Absent: Manuel Arriola, Patrick Collins, Fred Drew, Harley Pinson, Judy Salamacha, Gene Voiland, Alan Christiansen, John Nilon. Goal #2: Уa community with a well-balanced economic base that provides diverse and stable employment opportunitiesФ The following additional strategies were suggested: Assess and enhance, if necessary, tellecommunications and other infrastructures Procure long-term access to energy and water resources Enhance Image of Bakersfield Develop business incubators for start-ups Provide assistance to disadvantaged groups (business owners) Develop export infrastructure to support growth (includes legal, etc, for example: Federal Court House) Prioritization of Strategies for Goal #2: Build on existing industries. Examples follow: Agriculture Applied technology building off of the Ag strength (need engineering skills) Value-added Ag such as food processing expansion Genetic technology/biotech Ц note: need biology skills Air quality improvement companies Energy: Micro-energy generating facilities potential Ц note: a strength of the area is the great source of natural gas. Focus on Quality of Life issues: attracts higher income, location independent work Develop export infrastructure to support growth (includes legal, etc, for example: Federal Court House) Assess and enhance, if necessary, tellecommunications and other infrastructures Procure long-term access to energy and water resources Goal #3 Уa community where the private and public sectors cooperate to enhance economic vitalityФ. Strategies prioritized: Identify, support and coordinate existing collaborations. Develop Уmeta-groupФ to help coordinate existing efforts (coordinate efforts/information clearinghouse). Some examples of existing collaborations include: Chamber of Commerce-Governmental Review Committee; KEDC; Workfoce Investment Board; Kern County Cities; Regional Technology Council; CSUB Council of 100; Kern County Board of Trade; CSUB Technology Transfer; CSUB Family Business Institute; International Trade Council; Weill Small Business Institute; Bakersfield College-job specific classes (working with industry); Hispanic Chamber; Assoc. Bulders & Contractors Fast-track blueprint for establishing business (include potential employee identification) in Metropolitan Bakersfield, coordinated between city and county). Example of the city of Shafter. KEDC Цone stop shopping; county website Cooperation and support of cluster groupsТ recommendations through legislation and public funding (local government, state and federal legislators) Other Strategies identified include: Develop incubators for startups Provide assistance for disadvantaged businesses/owners (Hispanic Chamber as an agent) Develop goals and objectives that clarify the role of the university, college, and other institutions of higher education Provide international trade development assistance Develop targeted economic incentive programs. For example, to assist international trade. (Enterprise Zones, Redevelopment Agency) Integrate land use planning with economic development goals Expand opportunities provided by major events such as the Bakersfield Business Conference. Future Action-next meeting: Prioritized strategies for the three goals discussed will be compiled for review by the committee to determine whether the three remaining goals can be consolidated into the three discussed. All strategies identified that were not included in the priorities will be reviewed for any important issues/items missed.
