Members are to forward their suggestions to Sheryl. Economic Development is a process of deliberate intervention to stimulate economic growth by making it easier or more attractive. It was noted that economic activity occurs independent of any outside activity, such that the key descriptor of economic development is Уdeliberate interventionФ. Subsets of economic development to be addressed in strategies include: Enhance the structure of economic activity so that income is increased at all levels without destroying intangibles such as quality of life. Job/work creation Improves quality of live by enhancing what we already have Full employment dependent on working on our Уinfo-structureФ Prioritization of Focus on Goals: The group agreed to focus on developing strategies and action items for the Vision Goals in the following priority: A community that develops its workforce to meet the changing needs of a dynamic economy A community with a well-balanced economic base that provides diverse and stable employment opportunities A community where the private and public sectors cooperate to enhance economic vitality. A community that encourages a broad range of high quality employment and entrepreneurial opportunities. A community that provides entry level and vocational opportunities. A business-friendly community that embraces well-planned economic growth Initial strategies suggested for discussion on Goal #1: A community that develops its workforce to meet the changing needs of a dynamic economy. Develop public/private industry cluster groups (include representatives from education Identify changing needs of the Уdynamic economyФ (define, list, etc.) Identify core skills that will still be useful 20-40 years from now. Identify and assess institutions that are able/capable of developing core УskillsФ Ц we may not have all of the appropriate institutions in Bakersfield at this time Suppor t and lend expertise to the Regional Technology Council. High schools need to enhance ROP (Regional Occupational Programs) programs so they are more technologically oriented. High schools need to expand life skills curriculum so that graduates are ready to be trained vs training people specifically for jobs Train/develop people to work here in Bakersfield which enables us to build businesses internally and/or attract new businesses Communicate to educational institutions what skills need to be developed for a future dynamic economy Begin to develop a core/cluster of УfutureФ businesses УInterventionФ to focus on those clusters that we УpreferФ to develop Ц influence what is already happening in the private sector. Enhance the basic skill set of High School students Develop infrastructure adequate for the dynamic new economy Develop a broader/better quality of life that attracts new economy businesses/workers Simultaneous activities of Уbuild it and they will comeФ vs wait for them to come and then train Concentrate on current strengths Ц identify what current businesses are lacking (for example: State Farm) Businesses here cannot find qualified people in spite of unemployment level. For example: Manufacturing businesses must advertise outside the area for help Structure of the educational system gives no credibility to technical fields. There is no bridge between technical programs and a 4-year degree. No integration or linkage Consider aptitude tests and career tracking similar to the European model Philosophy/structure of education is homogeneous. One size fits all. How can education be relevant to the needs of the community they serve Create and encourage a partnership/institutional process for the private sector to invest in training and developing the workforce. Educational institutions will be focusing on proficiency and testing.
